The machine is:
Windows 98, IE4.01, JS Enabled.

I know it works because I edited the home page successfully. I then clicked on a link to another page, clicked 'edit this page' and got what I described above - the editor without the ability to edit. IN FACT, it seems that all the pages I tried I couldn't edit, except the home page. I might also mention that this site is using a custom template.
