Thanks for the long description. Because I have no idea of that Novell thing you talk about (and I doubt others here have one), I can't really picture what you describe.

What is a "HTML gadget"? Is this a particular item in NPS?

After reading it twice I still do not get your question. Maybe you should aks easier to answer questions:

"Best" is relative I think. The link you posted will create a new topic - not a new story.

You should be able to try this manually. If it does not work you can probably add this in a macro or plugin yourself. The macro would parse the URL and use the data for the login procedure.

Depends on what the portal can do. If it can do XML-RPC you could basically have a XML-RPC handler for this in your own plugin. It would be similar to the RPC handler in ManilaRPC - just without password (but probably with IP security). But AFAIk Manila would require an author to make sense to a posted message. But I am not sure.

There are a lot of XML-RPC [1] implementations. Can you hook one of them into your NPS system?
