Inactive Member Signout

A new preference has been added to the Manilafixer plugin which 
allows setting an interval of time after which inactive members are 
signed out. This is done by setting their membership cookie expiry 
time every time they interact with the site. The timeout period can 
be between 1 and 99999 minutes.

This setting might be useful where many people share a single 
computer to access Manila websites. It was implemented to address a 
real problem for client.

Manilafixer plugin is part of bayly.root, my public domain root,
