I assume that the other security measures are off in the Directory Security Settings tab? Seems like a weird problem with the ISAPI if some clients don't even get through the filter.

Did you write/hack custom code for the filter, or are you using IIS gets everything? Note that the default setup seems to prefer a URI like: /manilawebsite/discuss

rather than manilawebsite.host.com/discuss

You might first test with Frontier and a plain vanilla manila site with all these clients. I tested mine on a standalone with 127.0.0.1
