I was hoping to use the Tool format to provide an administrative application with a web frontend and integrated documentation. However, I can't get any elements below the top level of the tool website (e.g., http:\//127.0.0.1:5336/HostingProducts/[toolname]/[subname]/[page] in [toolname]Website in [toolname].root) to appear or to get any images to appear.

It looks like the tool website's directives are never getting run, and #images always points to the Admin site's #images.

Is this intentional behavior, or is something broken?
