In a new manila site, people who sign up for bulletins in the initial sign up page are not showing up in the admin's list of subscribers. Also, bulletins are not received.

When a person signs up for a Manila site, and elects to receive bulletins, an entry is created in the membership group at [memberTable].bulletins.enabled with a value of true.

If they then go to their prefs page (http://manilasite.com/prefs), the preferences for bulletins shows that they have not chosen to receive bulletins.
