It looks as though manilaSuite.members.signUp had it's code updated but it never got uncommented, as Jared has pointed out.

As far as I can tell, prefs.root has a limitation that relates to bulletins. If you create a site named "testA" all will work OK assuming you uncomment the code in manilaSuite.members.signUp. If you create a site named "test1" the prefs system breaks as it doesn't encode and decode addresses with numbers in them.
