Two assumptions; if either is incorrect, the subsequent information may not apply in your situation:
1. You're using Manila.
2. By "archiving", you mean "storing for probable future reference"
(as opposed to storing just to clear out some hard disk space, with no expectation that anyone will actually need to look at them).

A site Managing Editor can use Gems for basic file storage.

In a site with the Filer plugin (http://plugins.weblogger.com/filerPlugin), the M.E. can
configure Filer to allow only the M.E., all editors, or
all members to upload and share files, and allows file
organization as nested folders and files.
