Here's what's new in Frontier update #0350:

system.verbs.builtins.Frontier.tools.startup changed on 8/21/2001; 12:32:46 AM (#0350): If no Tools are installed, then call system.menus.buildMenuBar so that the Tools menu will appear in the menu bar, regardless of wheteher there are any Tools installed.
