Carl,
this was the same error message that I got on the initial installation of
Frontier/Manila which is behind a firewall/router. The problem I was told
was with the domain name resolution. The router may have to properly resolve
http://prototype.uni-hd.de/ to an internal IP number. It was fixed by our
firewall support company so I know there is a solution however I am not
familiar enough with the issue to be more specific. I do know it took a bit
of social engineering for the contractor and telco to address the issue.

I will ask our IT people for more details but the contractor is very much
into hand waving.
