Can't connect to server 127.0.0.1

You asked a number of questions:

Yes, provided the Server menu is up. Most of the time this doesn't 
appear.
After starting Fronter I note "Web>Web Server>Stop", so the server seems 
to be running but there is no Server menu.

> What is the address that Explorer is trying to load for the default

127.0.0.1:8080/controlPanel/
127.0.0.1:8080/controlPanel/databases
127.0.0.1:8080/controlPanel/default

> What is the error message?
There are two:
Given the above condition: the server seems to be up but no Server menu 
item:
127.0.0.1:8080/controlPanel/ --> The attempt to load...failed.

When the server and the Server menu are both up:
This works >> 127.0.0.1:8080/controlPanel/
But this doesn't >> 127.0.0.1:8080/controlPanel/default

Creating a new web site doesn't appear to work. Later I see the table 
has been added in Frontier. But I can't access the new web site from the 
Control Panel.
