Permalinks in news items and any way to force legitimate password

The Manila Newbies list appears to be down, so I'll try this here.

Can anyone tell me how to add a permalink to the News Item Template so
each news item has a permanent link associated with it?

And a second, bonus question for extra credit. Is there any way to force
a legitimate email address to be used when a new user creates a member
account? Seems there should be a preference setting somewhere that makes
it so the user is assigned a random password via email. That assigned
password must be used for the first login, at which time the user can
then change the password via the prefs screen.
