Themes flEnabled stuck on false

Of the 30 or so Themes I have in manila.config only two, Default and ISP, show up as options in Manila Editors only -> Prefs -> Themes.

They used to work some months ago. I have no idea exactly when they stopped working.

If I set  flEnabled to TRUE, as soon as I refresh the outline, it is back to false.

Any ideas what process could be doing this, or areas of Frontier to check?
