Frontier.root window opens automatically even if unwanted

There is a minor annoyance in Frontier 9.0: whenever Frontier is brought to
the front, Frontier.root reopens in a new window, hiding other windows.

If you close Frontier.root and then put Frontier into the background, the
root window appears again whenever Frontier becomes the frontmost
application.

Is there anyway to change this behavior? A preference or something? It's not
a big deal, but it does get rather annoying when you have to close
Frontier.root again and again - and again and again and again...

System OS 10.2.1 on a G4 Powerbook.
