Error message when trying to Server:Change Site URL

It sounds to me that you are not selecting the table in 
manilaWebsites.root of the site that you want to change the URL for.  
You must have the About Frontier window still as the frontmost (it is 
the one that is long and skinnny and says  Frontier 9.0  bla bla...

try closing that window and opening the root of the site you want to 
change the url for.
