Gave both of those a shot...  No dice.  Thanks for the try, though!

I'm thinking this isn't going to work itself out.  If anyone has further thoughts on this, I'm certainly game.  Just can't seem to figure out why I can't get these two to play nicely.

You could try setting all the internet services (IIS, FTP,
and SMTP Virtual) to *the same* IP address, and putting
Frontier on the alternate address.

Also, I believe (though I'm not certain) that the IP
"land grab" by MS's internet services occurs upon
system startup. Restarting the entire machine may help.
