Filtering RSS feed

Aloha kakou. I'm trying to figure out if it is possible to run the text in
my RSS feed through a filter (as I can with static rendering) to convert 8
bit text to Unicode. There is no filter table in the XML table in Manila
root, as there is for static rendering.
