outlineSite() and guestDBs? missing the top level?

[Michael 'Mickey' Sattler]

I just noticed that my call to {outlineSite(@guestdb)} includes all 
the web pages under the top level, but not the index and map pages at 
the top level.

I know this used to work before I broke things out into a guestDB. Am 
I incorrectly specifying the root location?
