Er... why is this flag by default 'true' ?

By being true it appears for all existing manilaWebsites whose sserver updates nightly automatically. Leaving some people possibly with access to stuff they shouldn't be remotely seeing.

I would be much more comfortable were it false, then ME's could pass their judgement on whether content editors can or cannot change the navigation.

PLEASE: when new features like these come around, it is generally wiser to keep the feature off by default than on. Ohterwise someone creative and curious can unwittingly create a big mess & without versioning it creates a lot of hard work to recreate things...
