Importing .pdf and .doc files into Manila sites?

Look at the admin pages for hosting (not the site prefs, but for manila hosting at the server level - eg 127.0.0.1:5336 if the server is on your desktop). On the Settings page - choose 'Static files' - on that page is a setting to enable/disable gems.
