Bulletins size limit

I've just encountered a problem where a user tried to send a longer
bulletin.  The server responded with "Sorry! There was an error: Can't
send mail because of an unexpected server response. I said "." and the
server replied "554 5.5.2 Invalid data in message".
I tried a "test" message.  It went through.  Then I went back to the
orgininal (about 1500 characters) and I got the message again.
I deleted some of the message and when I got to about 550 characters, it
went through.  Is there a size limit to bulletins?
