Frontier server response time

Can someone give me a series of possible Frontier related things that can
cause a severely degraded web response time?

This server is not being locally administered, so if the sysadmin tries to
blame this on Frontier, I would like to know the major things that can cause
this.

One thing I... pleasantly discovered... was that the drive Frontier is
running on for this particular machine only has 25mb free on it. I'm
assuming this is the cause of the trouble, but any other general causes
might be helpful for others if they experience this problem in the future.
Personally, I'm amazed that their NT server will even boot at all!

According to the Server Status page, the total size of open databases is
22.8MB with a disk availability of .2%. Available RAM: 88.2MB; Smallest;
48.4MB; Largest: 112.7MB. OS is Frontier 9, on NT 5, SP3
