Manila sends notifications and bulletins using the SMTP protocol via a
designated SMTP server, which must be configured to allow relay from the
host Manila is running on.
MS Exchange is capable of acting as an SMTP relay/server provided it is
suitably configured.
So the answer to your question is a qualified 'yes'.
