membership groups

I have a previous manila site that used a shared membership under v8.x

Now under 9 (i was careful to uninstall each site then reinstall it 
after 9 was up) only the owner (me) can login and edit the site. I 
can't change the membership group from createASiteManilaWebsiteMembers 
using the site prefs.

error message is
"Couldn't change the membership group for "Saluki Sports", because 
there is no group named "Sports2003""

I created a site named http://newshound.de.siu.edu/createASite/   but 
it does not seems to be linking up (hummm, od I need to reboot for that 
to happen?)
