New Message: lists without opening and closing UL tags

http://www.candidatevoice.com/embranding/ makes a list of items with the * tag. Unfortunately it renders without starting and closing tags. Is there a convenient way for me to change this without messing things up? Ideally I'd add a

 after each site structure element too.

A prefs page to edit this might be a good plug-in or prefs change for the whole manila community.
