It's set in manilaSuite.members.signUpPage

You could change it in one of two ways.

One, make a new localization setting in 
mainResponder.localization.languages, this is meant to support other 
languages but can just as easily be used for this purpose.
Two, set your site to call a modified version of the signup script. 
yourSiteManilaWebsite.member.signUp
