Garbled prefs page - Pref Wizard

Dear Userland support,

We have a Windows XP Professional system running Frontier 9.0 with 
manila websites for our students. We are currently setting up this 
service and ran into problems changing the prefs wizard.

We've changed the wizard xml to conform to our requirements, and the 
right data ended up in the manilawebsites.root (the outline and 
structure look good). If we request the prefs page in any browser, 
the input fields are there but the rest of the text is garbled (see 
http://static.studiolab.io.tudelft.nl/gems/vanderhelm/garbled_prefs.pdf).

What is the problem?
