I seem to be having a version of this same problem. Membership is enabled, but when I look at the list of subscribers under Bulletings, only my email address comes up, even though I know that there are three other members that have asked to receive email bulletins. When I look at their profiles, the email bulletin options do not even appear -- either yes or no. Further, I created a dummy membership for myself with a different name and email address than what I use as an editor, and that member not only does not show up on the list of subscribers, there is no profile for it.

When I send a bulletin, the system returns a message saying that it has sent one text version to my editor address, and two HTML versions to the same address.
