There appears to be a long standing bug with the bulletins. Sometime during site creation a preference is created that points the bulletin list script to the wrong location. The preference at yourManilaSite.["#newsSite"].bulletinsPrefName contains the canonical site name. Unfortunately this causes manilaSuite.bulletins.subscriberListPage() to look in yourManilaSite["#membershipGroup"].users.[yourCanonicalSiteName] rather than yourManilaSite["#membershipGroup"].users for the users bulletin preferences.

The fix is to remove the preference entry at yourManilaSite.["#newsSite"].bulletinsPrefName. Once the preference is deleted, the bulletin recipients will be displayed correctly. To do this, however, you will need access to the Manila server either directly or through webEdit.
