I would say yes. "Adopted" doesn't imply that Manila is your institutions's sole web production tool. I'm just wondering if this is something that has implemented by school districts and other universities to serve teacher/student/faculty sites.

At my institution, our students all have Manila sites in the range of about 650 currently.
