This problem also occurs if you are using David Carter-Tod's LDAP tool and log into the Manila site from a different computer. The first computer now has the "wrong" cookie and so the Editors Only menu is not displayed.

Clear the cookie by going to this page
<http://your.manila.site/member/signOutConfirm>

Then login again as usual.
