New Message: HTML in messages problem for RSS?

I have users formatting their messages with HTML. From what I read, HTML in RSS should be set off with <CDATA></CDATA>. Since my RSS feed is not reading correctly, I wonder what callback I should use to insert the CDATA statements and to DECODE the encoded HTML.
