There currently isn't an interface for you to delete another user's survey even if you are the managing editor.

Since you have server access, you can jump to the Manila site table and then expand the #membershipGroup sub-table. And then the users sub-table. Find the user's email address and you will see a surveys sub-table. You should be able to just cut the entry from that table and move it mySurveysDeleted sub-table.
