Theme Format

i'm looking for information about the format of manila theme files. i know
the files are saved as 'fat pages' - which seems to be a method of encoding
binary data into xml. so what i'm really looking for is some documentation
on how the "pageData" element of these files is encoded and decoded.

dave winer assured me:

"Yup, it's open and documented. Ask on one of the mail lists for a pointer."

so that's what i'm doing. i sincerely appreciate any information you can
provide.
