Update:

I tried it from home using my laptop, which is also running IE6 on Win2K,
and it worked!  I also replicated my PHP test page on my server at home and
confirmed that my laptop's IE6 installation is sending referer info.  I
haven't figured out yet what's different between the IE6 setting on my
desktop machine at work and my laptop.  But at least this shows that it's
possible for IE6 to send this data, at least under some configurations.

Nope.  I am behind a NAT firewall, but I can see the problem even if I load
a page on a local server in my subnet (i.e., without going through the
firewall at all).

Are you using WebWasher or some other personal proxy software? I had the
same problem with Manila until I realized I had set
Junkbusters/WebWasher to strip the referer.
