New feature: plain template for prefs pages

You can now choose to use a built-in plain template for your site
preferences pages.

This preference, off by default, is near the bottom of the Editorial prefs
panel.

One benefit of using a plain template is that it may be quicker to load
than your site template. Another benefit is that it allows one to more
easily recover from mistakes in your site template -- making a mistake
won't make it impossible to edit your template.

This feature will be available on UserLand servers tomorrow. Manila server
admins should update both manila.root and mainResponder.root.
