How does one change the default "Create a Manila Site " page?

When we buy a Manila site from Weblogger.com, THEY specifiy what THEIR page 
is like.
There are some combinations of special characters you cannot name your 
site, so perhaps you should leave the password unfilled in until you see if 
it is going to accept your input.
When we buy a Radio license from Radio Userland, THEY specify what THEIR 
page is like.
Now some entrepeneurs can make arrangements with these vendors to buy a 
bunch of licenses for resale to other people ... are you such an 
individual, asking a Server programming question?

Once a Manila site is created, the new customer should have defaulted to 
being Managing Editor of the site.  Up top where it has Editors only, there 
are a set of Preferences (Prefs) which take you to a menu of changing all 
kinds of things about how your new site is structured ... Warning, if you 
change bunches of things to get it the way you want it, then try a 
different Template Theme, boom, all the default changes you did are wiped 
out to become what is standard for that Theme, so it is smart to figure out 
how to record what you have made different.

When you are in Preferences, what the heck does this or that do?  Well move 
cursor over top of whatever it is, and play around with right click, left 
click etc.  There are ways into the HELP on everything, depending on what 
kind of a Browser you are using.
