Errors with Shortcut and other

Here's the problem I am experiencing, and for which I have not being able to
figure out a solution.

I get this error message:

There was an error accessing the document: /ROR4/admin/viewShortcuts
The file does not exist.

Whenever I try to add a shortcut from my sites. Remember that I've put
together some sites for my students. In order to make the sites available
from my campus to the outside world there is a redirection through a proxy
server. 

I can do gems fine, stories, and pictures. But trying to add a shortcut
brings me to that error message.

I am also getting similar error messages when for instance I will go to make
changes to the Appearances prefs (or other prefs). It comes back with the
following error:

There was an error accessing the document:
/ROR4/admin/sitePrefs/default$appearance
The file does not exist.

The funny thing is that quite often it still makes the changes -- just gives
me the error (it is an error page generated by the University). How do I go
about making whatever changes are necessary so that these errors don't
happen?
