serving static pages

If I go to http://localhost/  i I get the home page of my manila site.  
  If I put a file in the guest databases:www:static folder  and go to 
http://localhost/static/id_bar.html I get an error message that says 
put this in the guest databases:www: manila subfolder. If I do this 
then the file is served, even though the url clearly says static.

Is there any logical explanation for this.  Where should I put static 
files and what should the url to see these files be?
