They are probably offshore - Do you care if someone from another 
country reads your stuff? IP Block the whole range. Use ARIN and RIPE 
to discover the IP owner and their range.

Elsewhere I run a site and I blocked whole countries to combat fraud. 
It has not stopped all fraud attempts but it's now only a trickle and 
happens occasionally. IP block has worked well for me. You'll probably 
have to match ip address in the server logs to the posts. trace it and 
block the range.
