I had the answer already from Lawrence:

You should save the file to the /Guest Databases/www/ sub-folder of the Manila/Frontier folder.

Choose File->Open and select the file.

Then choose Server->Add to user.databases

Then try re-running the script. And of course, the file you open must be named manilaWebsitesesu14.root.
