New Message: Notification of news item being posted

I see where (Editorial) you would specify who gets notified when a story or comment is posted, but not when a news item is posted. Under News Item, there is an option to choose to send notification, however, there isn't a place to put e-mail addresses and when I post news items, nobody is notified. What step am I missing?
