Can you explain what you mean by this? Do you get a password challenge? If you enter valid login information, what page loads at that URL?

Not necessarily. I've used various different URL strategies when doing this kind of thing. Of course the easiest would be to have the Tools framework and Manila manage all of this for you, but you seem to be saying that this doesn't work like it should.

What I'm trying to determine here is if there are bugs (sounds like there are), and exactly what they are, so we can implement a fix. My best guess would be that the bug is in the way the Tool's website hooks up with the Admin site, but I may be wrong about this.
