Yes, you can make the customization there. You would just replace the state names and you would also want to set the value attributes as well.. eg. replace the "CA" value for California with the state/territory abbreviation.

Existing users should be able to visit the /prefs page for the site when logged in to choose one of the new values in the State dropdown box...
