No Access Control

Access Controls seemed to have stopped working. We used them  
previously to "prepost" newsitems to our front page. I recall posting  
the newsitem and setting "No Access before" to 6am the next day.

When I do this now, and click post to home page, the newsItems is  
immediatly made public, with no regard to the time set.

I'm not sure what to do and I'm not aware of any changes that I've made.

In Site Prefs, my access control config options are  
yes,yes,no,no,yes,yes,no,no,yes,yes,no

Is there something else I should check?
