New Message: Trouble modifying home page

One of the blog sites I manage seems to lack two features I need to modify the home page:

1. There is no "edit this page" button on the home page, and choosing that option in "Appearance" has no effect.

2. In the Admin box, there is no option to "make this story the home page."

Both of these features are available in the other sites I manage. Any suggestions?
