I manage a Manila server for a school and one of our teachers makes extensive use of the bulletins feature to contact his students. He is very appreciative of the new features that the admin page has provided, but there is one quirk that we can not figure out.
 A few of his students, who had joined the site, were not showing up on the list of recipients when he checked on the Bulletins page. We tried editing their profiles on the Admin page by selecting one of the students who was not on recipients list. We then changed the setting for bulletins from "none" to "plain text" and then clicked the "edit member" button. On checking the recipients list again after this (we reloaded the admin page to get an updated version) the member that we had just edited was still missing.
 Back on the Admin page we then checked the other students who *were* on the recipients list and everyone had "none" chosen as the selection for bulletins, despite the fact that they were getting bulletins when the teacher sends them out.
 I changed the students settings by editing the members entries in the manilaWebsites database, but he admin page should do this for me, shouldn't it? So this is a request for guidance if I am doing this wrong, or a bug report if it sounds like our process should have been successful.
