We are implementing some compliance changes in 9.6 (with thanks to Thomas Creedon), and it should, at least in theory, be possible to implement news item sites with complete HTML 4.01 Transitional compliance. It will depend, of course, on the templates themselves, and Manila will not take any action when editing templates to ensure compliance, so template designers will have to know what's required for their templates to validate, and design their HTML accordingly.

There are likely to be bugs, and any bugs reported here which are possible to address, will be addressed.

Thomas was kind enough to contribute a number of HTML compliance related changes, including a change to the way the <p tags are generated from a double-line-break. Specifically, Manila will now generate <p /, which will validate as HTML 4.01 Transitional.

A couple of other lesser-used automatic replacements have been addressed as well.
