what is the behaviour of the {meta} tag in templates ?

In the home template I am finding it is adding a

<META HTTP-EQUIV="Expires" CONTENT="Mon, 01 Jan 1990 01:00:00 GMT">

In the 'normal' template this line is not being added.

Is that the expected behaviour ?

http://macros.userland.com/basic/meta does not mention that.
