New Message: How are spammers creating new memberships when membership has been turned off?

Because of spammers, I've turned off membership to my site (http://iu.berkeley.edu/rdhyee) while leaving commenting on (thinking that existing members can comment.) But to my dismay, I see that spammers are still able still create new email accounts on my blog. How is that possible? Have others seen this problem?
